Steering Servo: Parts & Replacement

hi,
My sister's Golf III has a really bad power steering problem!
But not just now, but always. However, I now have a car, and that's annoying!
Okay, so the power steering fluid is full... it does work, but there's this issue where the first few centimeters of steering movement feel very heavy, like there's no power assist. Then it works normally. You especially notice it when parking!
Has anyone ever experienced this before?

Then, as a first step, check the V-belt. It's either completely worn out or not properly tensioned.

Yes, I've heard about issues with stiff valve flaps in the steering gear of the G3. It seems to be a relatively common problem.
