Unfortunately, I don't know exactly where that part is located in the 3B Passat.
According to your description, this should be the solenoid valve.
Anyway, it's true that two thin tubes and a cable are connected to it.
(On a Golf 3, it's located on the inner fender, under the windshield, on the left-hand side when facing forward.)

The problem now is that Michael II claims that the 1Z model was no longer installed in 1997. That would suggest a different engine type for you.
However, it's possible that your car also has a solenoid valve.
And since, as I mentioned, it costs less than 30 euros, you can consider whether it's worth trying.
