Yes, you're right, it was a different examiner the first time.
However, what was probably even more decisive was that I arrived at the TÜV (technical inspection agency) relatively close to closing time, and the inspector said, 'I would have to continue testing for a very long time to get a better result.'
I was initially intimidated by the bad score.

The second time, it worked after the first 3-4 attempts.

They're just people, the examiners, and it's almost the end of their workday... well, what can you do?
Be glad that you've gotten through it. Starting January 1st, 2007, everything will be more expensive again.
