I believe that these specified starting speeds are not "knock-out" criteria, meaning that a start is impossible below them, but rather reference values used to assess the condition of the engine, glow plug system, and fuel injection system.
I cannot determine the engine speed during starting, but my AFN recently started after 3 seconds with -8° timing, 80% ethanol, and a significantly reduced starting speed (I thought the battery was completely dead

). I have 3mm shorter spark plugs installed, and I manually pre-glow for about 10 seconds (until I get buckled up and have wrestled with my jacket, etc.).
