Large vacuum chamber - when will it be in production?

Since I'm currently having problems with a sticking VTG (GIV '98 ALH 66kW), I'm considering installing a larger vacuum actuator for the VTG adjustment.
Now the question is, from what point in time was the larger container included as standard equipment?

Following this, the question arises whether other components within the vacuum system, or even the characteristic curve of the engine control unit, were modified in the production version.

If you replace the entire turbocharger, for example, in a VW vehicle, or have it rebuilt/cleaned during a turbocharger repair, will you receive the charger with the large vacuum actuator, or is the undersized actuator still used?

I have only heard about the problem of vacuum sensors with insufficient dimensions from the AFN.
known. My ALH only had a stuck VTG once, but I was able to free it up using the usual methods.
