I came across this while searching myself.
If anyone is interested, I've done some research on STG (Engine Control Unit) because mine broke. The VW part number is usually 028 906 021, and the index, for example, might be GH, JG, or DF. I was told by VW that these three indices are likely interchangeable, as DF has been replaced by GH and JG. However, if you want to be absolutely sure, you should pay attention to the Bosch number, which should be the same.
My Golf3 AFN TDI used to run with an A4 engine control unit (ECU) and didn't show any errors, and it ran perfectly normally! The coding can be adjusted for all-wheel drive, automatic transmission, or manual transmission, if I remember correctly!
So, it's best to double-check with VW again, using the index, to see if the part is compatible if the number is correct.

They are neither fundamentally the same, nor fundamentally different.
Hardware can be the same, but utilized differently by different software.
(For example, the second brake pedal switch sometimes connects to ground, and sometimes to 12V).
Therefore, it is not possible to make a general statement.

At AFN, you can find the 028 and 038 STG models, at least in a very basic form.
Some have a single plug, while others have two.
That's why they can't all be the same.
