My former favorite colleague has a Peugeot 75 hp model, manufactured in December 2002. It also doesn't have any starting problems or an unstable idle, even when the temperature outside is below -10 degrees Celsius.

Okay, so let me reiterate: A rough idle and noticeable clattering are normal for a 3-cylinder PD engine. You can't compare it to a 4-cylinder common rail engine. However, you also get more torque and lower fuel consumption with a PD engine.
The idle speed can sometimes be slightly lower than normal for about half a second to one second during a cold start in sub-zero temperatures, especially if you haven't preheated the engine or if you're using 100% biodiesel. Otherwise, something is likely wrong.
