1) You also have to overcome the spring force of the pressure capsule. It's a bit more difficult with two fingers. Can you remove the pressure capsule? Then the adjustment should be possible without any resistance.
I doubt that.

I also doubt it's a leak in the LMM (Ladedruckmesser/boost pressure sensor). It would either be another leak, in which case the error should always occur, or, which is more likely, the VTG (Variable Turbine Geometry) adjustment has a restricted range due to deposits. Checking it manually is not very informative unless you have a well-functioning turbocharger to compare it to. You might be able to see the VTG from above, as it's quite cramped in the Passat. Then, use the largest syringe possible and apply vacuum to the line. It should now move smoothly and without any jerks. If it's not moving as easily as it should, you'll probably have to disassemble it.
"That's possible on a Passat; you need to remove the turbocharger from the exhaust manifold. You'll definitely need to replace the screws afterward." It's difficult and fiddly.

Okay, so maybe before that, once your leaks are gone and the limp mode isn't kicking in, try the BAB method: accelerate with a lot of load in a high gear, and do that several times... it's helped before.

Okay, the hoses are working properly again, and I've traced the others as best as I could. While this hasn't fixed the problem with the turbo cutting out, you can now press the brake pedal multiple times quickly without the braking force decreasing. The brake booster probably wasn't getting enough pressure before. I've also been to VW about this problem before, but they said it was normal. Well!
Okay, so I need to remove the pressure vessel first in order to properly check the ease of movement. It seems that way visually (when I disconnect and reconnect the hose), but I suppose I'll do that next. Is it correct that the can is fastened from the bottom with 2 screws?
