AAT, 2.5 TDI, year 1996, starting problems, second issue.

hey guys!
I took a closer look at the air filter today... Hmm, I've never seen a filter like this before . I've now blown it out with air, and a new one will be installed on Monday...
can a clogged filter be the reason for poor starting behavior...please give me tips...I can't wait until Monday
