GRA, the 327th... completely desperate!

After having searched through the archives and not knowing where else to look, I'm going to ask the question again:
Is it possible to unlock the GRA (Gas Recirculation System) on a Passat TDI (AFN)?
If so, how do I proceed? First, should you release the mechanism, then install the lever, or vice versa? What else should be considered?
Does anyone have any advice?

More specifically, it's a Bj10/97 model, and I've heard that this designation might have something to do with the year of manufacture. To be completely honest, I've heard some of the most contradictory things.

You will need a VAG tester or a PC/laptop with an adapter and VAG-COM to unlock it.
It's not a problem if the GRA is enabled and there's no switch or button connected to it!

I think it's quite outrageous to charge 10,000 euros to unlock it.
If you might need an interface to access vehicle electronics, I would invest the money in a VAG-COM adapter (assuming you're comfortable with soldering).
