I want to convert my 1995 Passat (model year 1996) to a VTG turbocharger. Is there a way to avoid replacing the engine control unit (ECU) during this conversion? The ECU is a ..021DD, and I'm not sure if it's an MSA12 or MSA15. Could I simply install chips with a VTG turbocharger map?

I can't, because there is no dataset with VTG information available for the MSA12.

You know that you also need other pressure transducers to control the VTG (Variable Turbine Geometry), that you need to add a vacuum reservoir, and that the VTG turbo has a different exhaust port. Also, you'll need a different manifold!
The exhaust pipe, if you use the original one, is a component that includes the catalytic converter.
The items listed above are approximately 1500 EUR, brand new and original VW parts (without the turbo, as noted).
What are you doing with VTG?
The AFN not only has a VTG (variable turbine geometry), but also other control units (which you would have with the STG - engine control unit), and even different fuel injectors (to mention another component costing just under 1000 EUR).
"Put together a 10-cent tuning package for the 1Z engine. It will give you approximately 105 horsepower and 250 Nm of torque, and it costs "a little" less. Plus, it's more likely to pass the TÜV inspection."
I don't know if you'll be able to get a registration for a 1Z-AFN hybrid.

To the best of my knowledge, that doesn't exist.
The 1Z model sometimes came from the factory with a flexible pipe and catalytic converter as a single unit (mine did).
The AHU (which is 1Z with 3 letters) and the AFN always have the pipe and the catalytic converter as a single unit. Therefore, they also have a longer flexible pipe and an additional support behind the flexible pipe.
(I've mentioned this many times before, and it should be findable with an image search.)

I've also read about all the issues with flexible exhaust pipes. But before I spend money on a new catalytic converter, I'd rather try to adapt an AFN exhaust outlet pipe to my 1Z flange using a universal flexible pipe. Maybe someone here has a defective AFN catalytic converter with the corresponding downpipe, or perhaps one with a damaged flexible pipe that they could spare.
@dieselmartin: In the VTG picture under your name, I can see 9 guide vanes, but my loader has 11. What model of loader is the picture from?
