Do you mean "built"?

Almost all manufacturers use smaller engine displacements for this performance class.
The smallest VW/Audi with a 1.9-liter engine is still the one with 90 horsepower. The 1.6-liter CR (common rail) engine is already being developed for the next generation of vehicles.

Previously, PSA used the 1.8/1.9L XUD9 WK-TD engine with 90 horsepower.
Ford had a 1.8-liter engine with 90 horsepower.
Almost all manufacturers had a motor in this class.

MB 1.7 - 90 HP
Nissan/Mitsubishi/Mazda, 2.0L engine, 90 horsepower.
Fiat 1.9 - 90 horsepower.
