Sick Leave: Questions & Options?

"I'm currently pondering a question. I have a Seat Altea, manufactured in October 2004, with a BKD engine."
Whenever I see the "About Us" page on a website, I get a strange feeling, and I had an idea, but I'm not sure if it's something that can actually be implemented.
Last year, the Dekra inspector mentioned in passing that if my Altea had been sitting on the dealer's lot for another six months before its initial registration, the technical inspection would only be performed using diagnostic tools, without a full-throttle test.
Can anyone confirm this? If so, is there perhaps a way to rephrase something in the letter?
