Can someone explain to me how and when the blower fan in a 2006 Passat 3C with a sunroof operates when the engine is turned off?

At the control unit, I'm getting approximately 12V on the wiring from the solar roof, but the blower fan is not working.

What requirements must be met? Does the control unit for the fresh air blower require a signal from the Climatronic control unit to ensure the fan function is working?
