AGR Valve T5 2.5 TDI BPC - Not Working?

Hi.
Currently, I'm having a problem where the EGR valve isn't regulating, whether it's a new or old valve. The air mass remains at 500mg/H at idle, but it should be 270mg/H. The control signal is constantly at 100.6%.
What is used for the regulation?
Are there any known issues?
The car is a 2005 T5 model that came from the factory with BPC (Diesel Particulate Filter) and DPF, and it currently has 440,000 kilometers (approximately 273,000 miles) on the odometer.

What kind of "new" EGR valve was installed? Hopefully, it's not one that "was working perfectly fine until it was removed"?
After a few minutes of idling, the EGR system may be deactivated. I haven't yet tested whether this applies to the BPC or newer engine control units.
"As far as I know, nothing would prevent the EGR function from being fully activated except for a defective EGR valve, which would likely leave a corresponding error code in the fault memory."
Is there an automatic scan feature?

Okay, so I drove around again today, and at some point, it started adjusting the air-fuel mixture even though it was still showing 100.6%. I then continued driving, and eventually, it started displaying the correct reading.
I have no idea what this is supposed to be, but it works.

Start the engine control unit and, under basic settings, activate diagnostic data block 3 (MWB 3).
When it's at 100%, it should display 500mg/H, and when it switches (I don't know to what percentage), it should display correspondingly less, I estimate that to be around 280-320 mg/H.

He did everything except while driving or when the vehicle was stationary.

As I said, it's working now.

Here's a quick update.
It started again, that feeling of everything falling apart.
Error cleared, but reappeared immediately.
AGR has now been temporarily disabled and is working again.
