Engine control units will not allow basic settings to be made until the connection to the engine control unit is closed.
Turn off the engine and wait 30 seconds before trying again.

followed by 3, when I calibrated a new turbo.

Thank you for the suggestions, but unfortunately, I still haven't been able to perform the calibration. I'm always getting the above-mentioned error.

However, I was able to work around the problem by mechanically adjusting the position of the actuator (using the adjustment screw) until the end position of the old actuator was reached. The stored end positions can be displayed in VCDS, as well as the current actual value of the actuator motor.
