This is the typical symptom of a stuck adjustment range in the turbocharger mechanism, specifically one that's preventing it from achieving the desired boost pressure -> resulting in excessive pressure at high RPM and high load -> leading to a limp mode.
Most often, the problem lies with the charging mechanism itself (as already mentioned), but in more unusual cases, it could also be due to the boost pressure solenoid valve or the control hoses.
