I see things differently. The tuner sold you a chip, even installed it himself, and promised you better performance in writing, which he hasn't delivered. Therefore, a straightforward return or exchange from the tuner is to be expected, as he is clearly not fulfilling the terms of the contract. Period.

I completely don't understand how you constantly defend the tuner. Just get to the point and stop wasting your time with your own measurements and pointless justifications.
