In the 206, at least the flashing lights turn on when you accelerate or tap the hazard light button. However, I find the early ABS activation quite annoying. Even a small amount of loose gravel on the road or a slightly damp road surface is enough to trigger it, and you don't even have to brake hard. The hazard lights come on quite early when the ABS kicks in. I rarely experience the ABS activating without the hazard lights also flashing.
Perhaps it's meant to curb overly aggressive drivers? My friend recently drove a 1.4L 206 with ESP (!), and Peugeot has tuned it very conservatively. Long before the ESP actually kicks in, the car emits a heart-wrenching beeping sound and flashes the driver frantically. Sharp right turns always trigger the beeping, and on wet roads, it also activates the ESP. If that doesn't annoy you...
