The fats/oils present in the intake manifold can likely be removed much more easily using non-polar solvents (gasoline/diesel).
I don't think much of the water method; it just creates a mess.

I can't tell you how to fix it, but I suspect the problem is with the first charger. The cooler has clogged the return line with soot!

The new or used loader didn't last as long without oil.
It's not normal for a used charger to fail after such a short time!

The same thing happened to me once before!

I'm talking about the oil return line that goes from the turbocharger to the crankshaft.
Often, after a turbocharger replacement, the oil lines are cleaned.
The lubrication is often easily overlooked!

Furthermore, 1.1 bar is not really much pressure for the turbocharger; it should be able to handle more.
