Most of the time, this kind of issue is caused by the mass airflow sensor (MAF). The engine control unit (ECU) itself seems to be more robust than the rest of the system combined.
Is the turbo boost pressure okay? Too little boost also reduces performance.

The fuse box is different in almost every car. If the problem is coming from there, it's usually relay 109 --> try replacing it as a test.
