Same error --> Fuse corroded --> Cleaned, replaced, now working.

I once had a similar problem with my A4. In that case, it was the relay on the relay holder that was sticking (but only occasionally), causing the pump to run constantly. Perhaps you have a similar relay that is making intermittent contact or not making contact at all. However, I can't say whether an A3 or Golf has such a relay, as sometimes it is integrated into the control unit.
