Could this be meaningfully reprogrammed in the engine control unit?
The car is parked in the garage, so it's rarely started, which is not ideal in low outdoor temperatures.

I would like to turn on the glow plugs when the outside temperature is around 10° or 15° Celsius, and turn them off again when the coolant temperature reaches approximately 70° or 75° Celsius.

A tuner can do this, or you can power them yourself. Connect the relay and let's go.
I don't quite understand why you want to turn it on when the temperature is only 15 degrees. Then, a heated seat  would be better.

It's interesting that the activation conditions are so different.
For me, they activate when the intake manifold temperature is below 5 degrees Celsius and heat until the coolant temperature reaches 80 degrees Celsius.

Did you double-check that? "The values 5°C and 80°C are typically found in most service manuals, repair guides, etc."
In my current ALH engine in my Skoda, and previously in an AGR engine (also in a Skoda), the heating starts only below 0°C, and it stops at 50°C. At -10°C during startup, it reaches approximately 65°C.

At -20°C, the heating system might be set to a cooling water temperature of approximately 70°C. For example: -5°C to 45°C / -10°C to 55°C, etc.
It's possible that newer versions have improved settings.
My car is a 1997 model with an AFN engine.

No one, because such special privileges are not worth it, even in the next life.

Just take a few diodes and a switch that you can use to trigger the relay yourself, and that should do the trick.
