AFN Engine Performance Issues: MJ 1998 Documentation

I have a Volkswagen Golf III, TDI, 81 kW, manufactured in 1998, with engine code AFN.
Yesterday, I was browsing through the "Error/Knowledge Databases" / "TDI" / "Documentation on the performance of AFN engines, model year 1998".
Are the specified transit times of 60-100 and 80-120 truly for the 4th gear, or are they perhaps intended for the 5th gear?
I remember a test in Autobild that showed a time of approximately 11.5 seconds for accelerating from 80 to 120 km/h in fifth gear. I did my own test yesterday, using fourth gear from 60 to 100 km/h, and got a time of about 8 seconds, which is faster than the expected 9.5 to 11 seconds (and I don't think mine is one of the fastest cars in the country).
It would be great if this could be checked.

It also depends on whether you're measuring with or without turbo lag. If I accelerate from a standstill with full throttle and stop at the point where the speedometer reaches 80 km/h, I'm about 2-3 seconds faster than if I 'cruise' at 80 km/h and then suddenly floor the accelerator... maybe that plays a role in the test?

And VW probably isn't very interested in dealing with many customer complaints.
