AFN: Low Idle Speed When Coasting

VW Golf Mk3, 1997, 256,000 km, manual transmission, chipped by the owner.

VCDS shows me a constant idle speed of 903 rpm when the car is stationary. There have never been any deviations from this value, except when the engine is very cold.
However, while driving, it sometimes happens that when coasting without a gear engaged and the clutch released, the idle speed is lower, and then, at the latest once the car comes to a stop, it returns to its usual level. In these cases, the air conditioning or other major power consumers were not in use.

I haven't logged this phenomenon yet, but I can trust my ears (and it's also visible on the tachometer).

Just out of curiosity: What might be behind this?

"Interestingly, this behavior has been 'inverted' in newer TDI models. My CFHF engine idles at just under 900 RPM when the car is stationary, and drops to just over 750 RPM at the moment it comes to a complete stop. As soon as the car starts moving (for whatever reason), the idle returns to the higher value."
