Wastegate Valve for 1Z Engine

Question... how difficult should the linkage be from the vacuum actuator to the wastegate? Is it normal that I can't move it by hand? Unfortunately, I can only feel it because the installation location on the 3er TDI is rather unfavorable. The diaphragm inside the vacuum actuator moves noticeably when pressure (by blowing into it) is applied.

The fundamental problem is once again a loss of performance.
The first time, about 1.5 years ago, it was the TDI shuddering issue, which I fixed by replacing the mass airflow sensor (MAF) and the magnetic valve.
Currently, the issue isn't a stuttering problem, but rather a complete loss of power around 3500 RPM in 4th and 5th gear. I swapped out the mass airflow sensor as a test, but that didn't fix it. The pressure hoses seem to be okay.
No excessive black smoke at full load.
Engine: 1Z, manufactured in 1995 (therefore, no VTG).
The vehicle is not chipped/tuned.
Mileage: 170,000 km (still with original fuel injectors).
Reading the error codes revealed a problem with the 'intake manifold pressure.'
I can't hear any 'turbo whistles.'

Oh yes, the friendly person is once again at a loss (after replacing the mass airflow sensor) and doesn't have time (next appointment in 2 weeks).

It's the same for me! You have to get into a really awkward position to reach it (between the engine block and the splash guard). So, only from below or with mirrors.

Did that fix the stuttering? Usually, stuttering in the 1Z engine is caused by the pump or the NHG (I've experienced it myself ).

The vehicle was taken to the workshop twice back then, the mass airflow sensor (MAF) was replaced, etc., but the fault couldn't be found. Then I replaced the solenoid valve as a precaution... and sure enough, that was it.

Back to the wastegate linkage.
It should normally be possible to move it manually as well, shouldn't it?
Surely the pressure vessel can't be that strong to move something like that, right?
