Timing Belt Audi A3 8V1 & Golf 7 2.0 TDI

Question: Why do Audi and VAG require that the camshaft wheel and pump wheel be loosened during timing belt replacement?
Then turn completely to the right, and as you pull back, they will return to their original position.
I don't understand the meaning.
