In the winter, I would agree with you, but in the summer, I would say you have a different problem. In the summer (above 5°C), EVERY TDI starts without glow plug preheating!

If nothing else is working, the fuel injection system probably won't receive any power anymore --> Check the relay panel, especially the notorious relay 109.

It's located behind the light switch on the dashboard (in my Passat).
I initially managed to get the car started again by repeatedly tapping on the area under the light switch.
The spark plug fuse is, incidentally, located on the fire protection wall on the left side in the direction of travel, inside a small plexiglass box. It's approximately 1/3 the size of a cigarette pack.
