I am currently looking for an original control unit (Steuergerät) for my ASZ vehicle. The device has the number 038 906 019 DQ.

Unfortunately, I couldn't find a matching control unit with that number, but I did find this one on eBay.

Can any engine control unit (ECU) be reprogrammed to work with a different vehicle or engine, as stated here? Or would it be better to avoid doing that and instead find an ECU with the correct part number for my vehicle?

You can reflash the control unit, yes. In some cases, it's even possible to swap different generations of WFS (Vehicle Software). However, the hardware must support it. You can't turn something very old into something brand new.
