Beetle 2004 1.4 BCA - No Label File

Hello,

I wanted to perform a WIV reset on a 2004 Beetle today. I have the latest version of VCDS 11.11.3 installed. Unfortunately, I received a message (in essence) stating that there is no label file available for the instrument cluster installed in the vehicle.

No, I already had number 17 checked.
The PLA (presumably referring to a specific organization or document) also starts with this text.
