Touran Steering Wheel Lock - Model 2004

I'm currently in the process of replacing the steering lock on a Touran.

I removed the steering column so I could drill out the sheared screws.

Now I'm in the assembly process and wanted to insert the lock cylinder into the steering lock. Both are still disassembled. Since the pin of the lock cylinder and the corresponding part on the steering lock were not aligned, I used a screwdriver to turn the steering lock. Now it won't turn at all, and the locking bolt for the steering wheel lock can't be pressed in either.

Is this some kind of anti-theft device? How can I reverse it?

I disassembled the new steering lock and removed the pin that was blocking it, and now it's working properly again, including the steering wheel lock.
It came apart easier than I expected.
