Adapting to other PDEs in order to extract this tooth is nonsense: On the one hand, it's supposed to be "drive-friendly," and then there are even larger PDEs. You yourself don't understand why (unfortunately, observation).
None of those who can do that will do it for amounts you would be willing to pay.

You completely underestimate the effort involved in adapting to different PD units/nozzles. This isn't something that can be done by someone with a quick "eBay flasher" course; it requires a) experience and training (typically an engineering degree or equivalent, along with relevant professional experience), b) the technical capabilities of such an application (not every tuner has this capability, as it is expensive and relies on a), and c) a significant amount of paid working time to do it properly.
What you want is usually done by application engineers at the factory, in a process that is both time-consuming and costly.

Who should evaluate the finished "work"? You? According to what criteria do you think that the value 0x1f0 at position 7/5 in the data field is justified or not, given the context of 0xaef44b?

Make your car roadworthy in its
original condition (whether it has a turbocharger, PD elements, etc.) and ask for a normal performance increase, one that is
proven to work well. That's the way that promises success.
