Okay, so a JX engine code was exclusively used in the T3 (VW Bus)! Specifically, from 1984 to 1992. If your Passat really has such an engine (which is rather unlikely), then someone installed it from a T3 into your Passat.
The JX differs from the passenger car versions in the following ways:
- anderer Krümmer, der Turbo sitzt in Höhe des 4. ZCylinders.
- different turbo type (smaller, more appealing)
- alternative ESP (designed to be flatter, as there is limited space above the engine compartment in the T3).
- No hydraulic lifters for valve lash compensation, but instead, bucket tappets.
- alternative oil pan/oil filler cap.
- other minor details, as the engine in the T3 is located at the rear.
The JX has the usual 70 horsepower and 138 Nm of torque.
According to my recollection, the following 1.6L TD engines were used in the Passat/Golf:
?? 60 HP Eco-TD, without low-loss cooling and without low-dust adhesion.
JR (?) 70 horsepower, without catalytic converter.
RA/SB 80 hp with low emission engine.

I'm just assuming you're talking about the SB engine with 80 horsepower!?
The SB has a different turbo (water-cooled!!) and a different ESP compared to the JR. The cylinder head was cast from a different alloy that is supposed to withstand higher temperatures.
You can certainly upgrade your engine with a different turbocharger and tune the ESP. This was common practice back then, and some tuners managed to extract up to 100 horsepower from the 1.6-liter engine. With extreme tuning, it's even possible to achieve 120 horsepower, but in that case, it's more likely to experience issues like excessive smoke, and it will be less practical for everyday use.
Tuning a 1.6 TD engine isn't particularly difficult, but it's unfortunately not cheap. You'll need an intercooler and an auxiliary oil cooler (highly recommended). More power can be achieved by increasing boost pressure (adjustable at the wastegate, and requiring adjustment of the blow-off valve) and increasing fuel injection volume (via the quantity adjustment screw). Fine-tuning the LDA (air mass sensor) can also help.
