115hp PD - better power delivery, but how?

Hello everyone,
I've now realized that my Golf iV TDI/GTI with the 115 hp PD engine is worse than my previous Passat with 110 hp without PD.
It works quite well from 1600 RPM, but performance drops off significantly around 2200-2500 RPM. The top speed, which isn't particularly exciting, is around 190-195 km/h, and only occasionally exceeds that.
All measurements from two different workshops indicate that everything is within the specified tolerances, and a new mass airflow sensor has been installed.
Now that it seems the problem really lies with this engine, my question is:
What's the most cost-effective way to achieve a more balanced torque curve through chip tuning or engine remap? This constant stirring in the gearbox is driving me crazy.

Since the car is still under the used car warranty, the modification should also be easily reversible if necessary.
