My Golf IV TDI sometimes delivers less power than usual, and it feels like the handbrake is being briefly engaged.

Hi,
It's strange that some people are getting a specific error message indicating a short circuit in the valve, while others are checking the VTG turbo and the pipes. Can't they read the error message?
So wie ich es sehe, kommen für die Fehlermeldung nur 3 Sachen in Betracht: das Ventil, das Kabel zum Steuergerät und das Steuergerät selbst. Wenn jetzt ein Masseschluß gemeldet wird, könnte ich mir vorstellen, daß irgendwo vielleicht eine Kabelisolation durchgescheuert ist und an Masse kommt. Erstmal würde ich eine Sichtprüfung des Kabelbaumes machen. Ist er beschädigt? Dann die Stecker prüfen. Sind sie beschädigt oder naß / feucht? Als nächstes den Stecker vom Steuergerät abziehen und die Leitungen zum Ventil durchmessen ( auch gegen Masse). Auf Verdacht solltest Du auch mal das Ventil tauschen. Wenn es daß nicht war, kann man das neue evtl. zurückgeben oder bei eBAy verhökern. Vielleicht besteht die Möglichkeit, daß das Ventil intern einen Schluß zwischen auf Masse liegenden Metallteilen (?) und der Spule hat. Manche Fehler findet man nur mit einer erhöhten Prüfspannung ( Isolationsmeßgerät). Vorsicht, dabei unbedingt alle Elektronik von den zu prüfenden Kabeln abklemmen! Ein Multimeter mißt nur mit ein paar Volt, da findet man nicht jeden Fehler. MancThey only appear when there are vibrations, so tap firmly and move the wires while taking measurements.

Hello,

My throttle valve = shut-off valve (?). Disconnect the vacuum hose from the small, black, round plastic container next to the EGR valve and plug the hose. A plastic lever extends from the plastic container to the shut-off valve/throttle valve (it looks like a throttle valve on a carburetor).
Test drive the car thoroughly and check if the loss of power still occurs.
You might also have a problem with the wiring harness.
