Hi there,
If the brake booster installed in the Golf 3 is still equipped with an external check valve, it is theoretically possible that the workshop installed it incorrectly in the hose. Even in this case, only a very low vacuum pressure will be generated.
Theoretically, it could also be caused by a misaligned actuator rod between the control valve and the brake booster, or a brake booster that is not compatible with the power brake amplifier.
If the power brake booster is functioning correctly, you should notice that after turning off the engine, the brake pedal will feel noticeably firmer after being pressed several times.
Perhaps you should consider that these are safety-critical components, and the workshop you've hired clearly doesn't have much experience with them. You might want to either replace them or contact a professional association for advice.
