It remains the case that all keys must first be deleted before being re-programmed in a single operation.
One of the key elements is to activate the ignition, so that contact can be established with Control Unit 46 (Comfort System) via VCDS. Then remove the ignition key, and the contact remains even without the ignition.
Then: Select "Customize".
Channel 00 to select for key deletion.

Both keys are now non-functional.

If the "1" is visible, keys can be duplicated. Then, enter the number of keys in this field, for example, "2". Test 1 and save.
