Back then, VW Motorsport fitted the R-TDI engine with a VNT20 turbocharger.
It's essentially the same as a GT2052V turbocharger from a 180PS V6 TDI engine.
The R5 TDI engine with the engine codes AXG and AHY also uses a GT20 turbocharger, but they differ in aspects such as the compressor housing.
In principle, it is possible to fit this turbocharger to a 4-cylinder TDI engine with a suitable manifold, but I doubt it will spool up fully much below 3000 RPM. You will experience a relatively large turbo lag. For a racing TDI, which has an idle speed of 2000 RPM and the running characteristics of a tractor, this is somewhat acceptable.
However, all of this naturally depends on the amount of exhaust gas available.
If you can produce enough exhaust gases even at low engine speeds, it can also exhibit a reasonably responsive behavior.
