Problem with Passat Climatronic 96'

[Translating...]I have installed Climatronic in Passat 94' TDI, 1Z, 028906021B, Climatronic is from Passat 96' 2.0 16V VAG Nummer 3AO907044A-Climatornic-V14, Problem is next, the first engine start compressor doesn't start untill the car reaches 25km/h. After that the compressor work OK even when the car is not moving. Can that problem be solved so the compressor starts when the engine start. No fault code in Climatronic or engine.
