We had temperatures of -15 degrees Celsius all week, and once it was -25 degrees Celsius in the morning. The Passat always started, although it required three pre-glow cycles and was very reluctant. Couldn't you simply wait longer after the light goes out and then turn the ignition back on (which would be gentler on the ignition switch)? It's not cold enough anymore for me to test that.
