This only makes sense for a pump with a sophisticated spray adjustment, and is actually just a temporary fix. The spray adjustment is no longer stable. That pump needs to be replaced.
I have set the ESP on my 1Z to the latest setting, with the desired effect of a smooth idle. For EZP, I start early at high load, which provides a reserve, as shown in the FA. Interestingly, this also resulted in the lowest consumption.
Since there is ample room for thorough and lengthy debate here, my suggestion: Measure the engine's idle speed and performance under partial load at 1800 min-1 under identical conditions both before and after the recommended early adjustment. Then we know it.
