You could fit tires up to 165 on 4.5J 13 inch rims on my old Fiesta.

...The standard equipment on my car included 175/65 R14 tires on a 4 1/2 J rim. However, a 4 J rim is also registered for use, without specifying which tires it is intended for. Regarding the tires: The offer at A.T.U for 175/65 R14 summer tires for my girlfriend's car was from the brand Pneumant, with a production date of 5204 (the 52nd week of 2004). "Are you serious?" The 175/70 tires were not approved for use, especially not on that rim.
