Yes, what you're writing is theoretically correct.
The 125 kW TDI engine also has almost double the turbocharging level compared to the 77 kW version. It's clear that nothing will happen at 1100 rpm.
The situation with the TSI/TFSI engines is a bit different. I would only recommend test driving the new 1.8L engine. It really delivers good performance, with hardly any difference compared to the 2.0L TFSI. It's comparable or even better at lower RPMs. And you don't miss the expensive, potentially problematic twin-charging system.
