Passat 3C (2007): ELV & Engine Problems

Hi everyone,

My brother is having a problem with his Passat; sometimes the car doesn't want to start.
Symptoms: The engine runs for 1 second and then shuts off. The MFA (Multi-Function Display) shows an error message: "Engine malfunction."
Immediate restart: The engine is cranking, but not firing.
Wait 5 seconds: The engine starts smoothly.

Display error codes.
A) sometimes nothing.
B) Sometimes, the ELV (Extra Low Voltage) system is defective, resulting in an implausible signal and a short circuit to ground, but the motor itself is not faulty.
C) Sometimes the motor is locked, and there is a low voltage (ELV) fault (without any other ELV errors).

Complete error logs are attached.

Am I correct in assuming that he needs a new ELV?

Is it true, as Robin writes here, that the ELV STG (Electronic Locking Valve Steering Column) can be replaced individually for all model years, and that the comfort STG (Steering Column) does not need to be replaced at the same time?
