Why would you want to reduce the idle speed on a 10-cylinder engine and then shift into first gear? Presumably, that would provide enough braking power... However, it definitely doesn't have a proper vacuum storage system.
Perhaps you should have the tandem pump checked, just to make sure it's still generating the full vacuum.
I have no idea what you're talking about, but here in Tyrol, this method is definitely sufficient to drive down any mountain pass, even with a 3.5-ton trailer.
