Golf 4 Expansion Valve Seal Replacement

Hello!

Can anyone tell me what the purpose of the expansion valve housing in the engine compartment of a Golf 4 is? I also have a manual air conditioning system in my Polo, but the housing (which I believe is also called an insulation piece as a replacement part) is not installed. Does this achieve even better cooling at the evaporator because engine heat is better shielded, or are there any acoustic reasons for it?
