Solenoid valve (boost pressure) clicking

"Hey, is it normal for the wastegate solenoid valve (that small square box with the three pressure hoses) to click when you turn the ignition on, but don't start the engine?"

Audi 80 (B4), 1.9 TDI (1Z), manufactured in March 1994.
