Speed Limit: What Does It Really Mean?

It might be a silly question, but I'm not entirely clear on the definition of 'top speed.'

Is the top speed of a car (specifically, the top speed listed in the vehicle registration document) the speed that the car should be able to accelerate to on a straight road under ideal conditions, or is it the speed that the car can reach under absolutely optimal conditions (e.g., going downhill with a tailwind and someone pushing it from behind)?

The speed is measured in the horizontal plane under windless conditions. The temperature and air pressure should be the same as those used during the DIN performance testing.
At what vehicle load capacity... I have no idea whether it's just with the driver or half-loaded/fully loaded, but that probably won't be a decisive factor here anyway.

[Translating...]Ich frage mich das nur, weil ich gestern Nacht mit meinem Golf4 TDI 110PS mal eine kleine Autobahntestfahrt mit meiner Klimaanlage als 'Diagnosetool' gemacht hab.
Laut Tacho kriege ich bergab (und zwar lange bergab) ca. 210km/h hin.
Meine Klimaanlage zeigte aber zur gleichen Zeit nur 192-194km/h an.
Auf gerader Strecke kriege ich laut Tacho ca. 200km/h in, das sind aber auf der Klimaanlage nur knapp über 180km/h.

Nun bin ich leicht verunsichert wem ich nun trauen soll (Klimaanlage oder Tacho) bzw. ob das 'normal' ist.

Hallo, am besten Du fährst mal zum ADAC, da kann man für wenig Geld die Tachoabweichungen von der tatsächlichen Geschwindigkeit feststellen lassen.
Dazu wird das Fahrzeug auf einem Rollenprüfstand per Motor beschleunigt, und bei Tacho 50, 100 ... km/h die tatsächliche Umfangsgeschwindigkeit der Rollen bestimmt.

Ein Golf III Variant 110 PS sollte lt. Tacho in der Ebene 205 km/h bringen. Das sind dann schon ca. die eingetragenen 187 km/h.

[Translating...]Manchmal zeigt die Klima auch zu wenig an. Das habe ich schon oft gehört.
Bei mir zeigt die Klima Tacho - 5 % an, das stimmt sicherlich.
