Turbo Pressure Sensor: Only 5V?

Hello,
I just bought a 1998 Passat with an AFN engine. It has absolutely no turbo boost. I initially thought it was the mass airflow sensor (MAF), but it wasn't. I've already checked the turbo's vacuum actuator and it seems to be working, but it still doesn't provide any boost. Now I've noticed that the turbo's pressure sensor is only receiving 5V. Could it be that the engine control unit (ECU) is faulty? I directly applied vacuum to the turbo, and it briefly produced some power.

If you had bothered to search for information on the topic of charge pressure control valve and your issue, you would have INDEPENDENTLY found the answer regarding what type of voltage is present there... AND: READ PROFESSIONAL ARTICLES!!!!
Does anyone actually pay attention to Rainer's preface anymore?

Don't measure Pin 1 against Pin 2, but measure Pin 1 or 2 against ground!

A battery voltage must be present.
