Okay, so I'm having the following problems with my 1999 Ibiza GT (1.9 110 hp): strong shaking/jerking during partial load, which disappears when the pedal is fully pressed, a top speed loss of about 10-15 km/h, increased fuel consumption by 1-1.5 liters, and the pre-glow indicator sometimes flashes after starting. Then, after turning off the ignition and restarting, it's normal again.

Based on my own recent experiences with a (deliberately) adjusted fuel injection control unit, the jerking and flickering remind me of a fuel injection quantity control unit that is no longer operating within its tolerance range.
Increased fuel consumption and loss of power, in my opinion, are more likely to indicate other problems, such as an EGR valve that is no longer closing properly or a clogged air filter.

Given the "vague" symptoms, I would definitely recommend checking the error memory (or having it checked). If it's blinking, there should be something displayed on it.

Okay, so, I'm looking for a good workshop around here. If they don't do it, I don't have anyone else to ask. Do I need special equipment, like a software adapter and a laptop, or can it be done with just specific devices?
